Ranking the strongest Naruto characters is an argument that has run for twenty years, mostly because the series keeps changing what strong means. Speed matters until someone can teleport. Chakra matters until someone can absorb it. So this list is built on what characters actually did on screen, not on stated potential, and it covers Naruto and Shippuden only. Every name below earns its place among the strongest Naruto characters on what it did, not on what a databook claims it could do. Boruto-era power creep is a different conversation and a different scale.
15. Tsunade
The Byakugo seal is the most underrated ability in the series: years of stored chakra released at once, giving her regeneration nothing short of absurd and strength that turns terrain into gravel. She held a line against a revived Madara that most of this list would not have survived.
14. Orochimaru
Not the strongest fighter here, comfortably the hardest to kill. Immortality through body transfer, Edo Tensei to raise the dead, and a habit of surviving fights he clearly lost. Power is not the same thing as being impossible to remove from the board.
13. Kakashi Hatake
On ability alone he sits lower. With both Mangekyo Sharingan, briefly, he was landing Kamui on a Ten-Tails jinchuriki, which almost nobody managed. Kakashi’s real strength is that he is the best-read ninja in the series, and reading is what beats stronger opponents here.
12. Nagato
The Six Paths of Pain flattened the Hidden Leaf. One man, wielding the Rinnegan through six corpses, destroyed the strongest village in the world in an afternoon. That he was frail and dying by then makes the feat larger, not smaller.
11. Itachi Uchiha
Susanoo carrying both the Totsuka Blade and the Yata Mirror is, on paper, an unbeatable combination: one seals anything it touches, the other blocks anything thrown. Itachi loses fights because he chooses to. He never loses one he is trying to win.
10. Tobirama Senju
The Second Hokage invented half the techniques the plot later runs on, including Edo Tensei and the Flying Raijin that Minato is famous for. Sensory range, water release without a water source, and the fastest reaction speed of the reanimated Hokage.
9. Minato Namikaze
The Fourth Hokage is the fastest character in the series before the Six Paths powers arrive, and speed at his level functions as invulnerability. In the war he was the only one keeping pace with a jinchuriki Obito, teleporting a Tailed Beast Bomb out of the battlefield mid-flight.
8. Might Guy
The most contentious placement on any list of the strongest Naruto characters, and the most defensible. Guy opens the Eighth Gate, a technique that kills the user, and in the minutes it buys him he comes closer to killing Six Paths Madara than anyone else in the war. Madara says so himself.
No kekkei genkai. No tailed beast. No Sharingan. Just a man who trained until his body became a weapon and then spent it.
7. Hashirama Senju
The God of Shinobi, and the standard everyone else is measured against for most of the series. Wood Release on a scale that reshapes valleys, Sage Mode, and a healing factor requiring no hand signs. He beat Madara at his peak, which is the only reason Madara spends the entire story trying to become him.
6. Obito Uchiha
As the Ten-Tails jinchuriki, Obito fought the entire Shinobi Alliance and won. Truth-Seeking Orbs, near-total intangibility, and control of a beast that no village could face. He is below Madara only because he could not hold it.
5. Sasuke Uchiha
Six Paths Sasuke with the Rinnegan is one half of the ceiling the series builds to. Amenotejikara for instant swapping, dimensional travel, and a Susanoo big enough to trade blows with a Kurama-sized target. He and Naruto together seal Kaguya, and neither could do it alone.
4. Naruto Uzumaki
Six Paths Sage Mode is the other half. Chakra from every tailed beast, flight, Truth-Seeking Orbs, and a level of raw energy the series simply stops trying to quantify. He gets the edge over Sasuke on stamina and on the fact that he is the one the beasts chose.
3. Madara Uchiha
Specifically Madara as the Ten-Tails jinchuriki with the Rinnegan. He fought the entire allied army, the reanimated Hokage and both Naruto and Sasuke, and was losing to none of them. Infinite Tsukuyomi worked. He was beaten by betrayal, not by force, which is the only method available.
2. Hagoromo Otsutsuki
The Sage of Six Paths, the man who invented ninjutsu, sealed the Ten-Tails inside himself and then split it into the nine tailed beasts because holding it was not sustainable even for him. Every power on this list is downstream of something he did.
1. Kaguya Otsutsuki
She tops every serious ranking of the strongest Naruto characters, and not by a small margin. She ate the fruit of the God Tree, became the first chakra user, and could open portals between dimensions, expand into a form the size of a landscape and end the war with a single technique. It took Naruto and Sasuke, both carrying Hagoromo’s power, plus Sakura and Kakashi, working together, to seal rather than kill her.
Where this strongest Naruto characters ranking gets argued
Two placements do most of the fighting.
Guy at eight. The Eighth Gate is a suicide technique with a five-minute ceiling, so ranking him above Hashirama on overall power is hard to defend. Ranking him below the sensory and support characters is harder. He goes here because for the length of that fight, nobody in the series was stronger.
Itachi at eleven. Fans argue for top five on the strength of his tools. The list weighs what happened, and what happened is that Itachi died in a fight he engineered to lose.
