Fallout Shelter legendary dwellers are the best recruits a vault can get: named characters from across the Fallout series who arrive with 40 SPECIAL points, most of them wearing their own outfit and carrying their own weapon. There are around 32 of them, and there is no way to simply pick the one you want. There are, however, several reliable routes to getting them, and the best one is completely free. Here is every method, with the real odds.
What makes legendary dwellers different
- 40 SPECIAL points. A rare dweller starts with 28. Legendaries usually have at least one stat at 9 from the moment they walk in.
- Their own gear. All but one arrive in a special outfit, and most carry a special weapon too.
- Not unique. Duplicates are possible, so a vault can end up with two copies of the same legendary dweller.
- Same ceiling as everyone else. Any dweller can train every stat to 10. Legendaries simply start most of the way there.
That last point decides how to use them. Fallout Shelter legendary dwellers are a head start, not a different class of dweller, and their value shows up where starting stats decide outcomes: quests, wasteland runs and fights at the vault door.
How to get Fallout Shelter legendary dwellers from lunchboxes
Lunchboxes are the main source. Each one holds five cards, and one of the five is guaranteed to be rare or better. According to the Fallout Wiki, a legendary dweller card can only appear as the fifth card, at a rate of 3.8 percent. That works out to roughly one legendary for every 26 lunchboxes, in line with the community’s own estimate of about one in 30.
Lunchboxes come from four places:
- Objectives. The free route, and the one to take seriously. Some objectives pay out lunchboxes, so clearing them every day is the best single habit for anyone chasing legendaries.
- Quests. Quest rewards from the Overseer’s Office can include lunchboxes as well as dwellers.
- Daily and weekly check-ins. Easy to forget, and free.
- The shop, for real money.
A word on the shop. At 3.8 percent per box, buying lunchboxes to hunt a specific legendary is an expensive coin flip, and most cards turn out to be caps, resources, weapons and outfits. Spend if you want to support the game, not because you expect a legendary on the other side.
Quests: four legendary dwellers you can earn
The Overseer’s Office is the most dependable free source of Fallout Shelter legendary dwellers. You can build it once your vault reaches 18 dwellers, for 1,000 caps, and four legendaries are rewards for finishing specific quests:
- Sarah Lyons, for In Shining Armor, the last stage of the Climbing the Ranks questline.
- Preston Garvey, for the final part of A Settler Needs Your Help.
- Three Dog, for Run, Three Dog, Run!
- Ed the Ghoul, for My Friends Are Electric, in the Searching in the Dark section.
The catch: the team has to survive the quest and make it back to the vault for the reward to count. Send your best-equipped dwellers, pack stimpaks, and do not rush the harder stages with a weak squad.
Breeding for rare and legendary children
Breeding cannot produce a named legendary like Three Dog, but it can produce a child rated Rare or Legendary. If both parents have high enough SPECIAL stats, their child can be born with that rating. Bred children do not arrive with matching gear, so treat them as strong generic dwellers rather than collectibles.
The practical version: once you have dwellers trained to high stats, pair them up in the living quarters instead of leaving every one of them on a production shift.
The vault door: rare, not legendary
Wasteland arrivals at the vault door are usually common. Rare dwellers can turn up there too, but the odds are very low, and the door is not a realistic source of legendaries. A radio studio brings in more arrivals overall, which helps with population, not with legendaries.
Where to put Fallout Shelter legendary dwellers
Match each legendary’s highest stat to the job, the same as with anyone else:
- Strength: power rooms
- Perception: water treatment
- Endurance: the Nuka-Cola bottler, and the wasteland, where it keeps explorers alive longer
- Charisma: the radio studio and living quarters
- Intelligence: the medbay and science lab
- Agility: diners and gardens
- Luck: no room of its own, but better rush odds and better wasteland finds
Where they really earn their keep is outside the vault. High starting stats pay off immediately on quests and wasteland runs, while a production room only needs a decent score in one stat.
